Former West Bend city administrator sentenced today in Waukesha County Court

 

 

May 1, 2017 – West Bend, WI – Former West Bend City Administrator Thomas M. (T.J.) Justice, 50, appeared in Waukesha County Court this afternoon for sentencing.

Justice appeared with his attorney Steven Kohn in Judge Lloyd Carter’s court. The judge sentenced Justice to 3 and a half years in prison with 18 months of confinement and 2 years of extended supervision.

Justice pleaded guilty on Dec. 8, 2016 to a pair of felony charges of child enticement and soliciting a child for prostitution in connection with an April 21 incident in Muskego.

The first charge of child enticement was dismissed but read into the record when Justice pleaded guilty.

 

According to records from the Wisconsin Circuit Courts:

  • Justice was initially charged April 22, 2016.
  • On April 29, 2016 the mayor of West Bend accepted the resignation of suspended city administrator Thomas Justice.
  • A series of hearings were set for May 2016 with a preliminary hearing waived and then arraignment set for June 9, 2016
  • Hearings were scheduled and rescheduled over the next few months. A trial was scheduled.
  • Dec. 8, 2016 Justice changed his plea to guilty. Count #1 was dismissed and read in to the record.
  • A pre-sentence investigation is ordered and a sentencing date set for March 2, 2017.
  • The sentencing is later rescheduled to May 1, 2017.

 

Since charges were filed Justice was allowed to return to his home in Cincinnati, OH.
