Village of Jackson couple files allegations of theft against Antigo contractor

April 1, 2026Village of Jackson, Wi – A Village of Jackson couple is looking for justice after they put over $60,000 down on a job with a building contractor that was never completed. Justin Kitsemble made his first appearance before Judge Kenitz in Washington County Circuit Court this week. He is facing felony charges of Theft by Contractor >$10,000-$100,000.

According to the criminal complaint Jackson police detective Jennifer Gerke had numerous conversations with Kitsemble about the couple’s deposit, building materials, designs, purchases, and timetables. Details are laid out in the 4-page criminal complaint below.

Following the initial court appearance a signature bond of $10,000 was set and Kitsemble was ordered to appear for a preliminary hearing June 3, 2026, at 1:15 p.m.

Kitsemble is facing similar charges in Vilas County. In the past he faced theft by contractor charges in Oneida County and Langlade County.
