REAL ESTATE | Construction underway for new Burlington store in West Bend, WI

November 5, 2025 – West Bend, WI – Construction is underway in West Bend, WI, for the new Burlington store, previously known at Burlington Coat Factory. The location is on the west end cap of the strip mall that features Home Depot; that spot was previously designed for Sportsman’s Warehouse.

A chain-link fence surrounds the west end of the strip mall as contractors prepare for construction.  The existing parking lot west of the building addition will be reduced by 62 stalls to accommodate the proposed addition.

The new outlet will be 11,580 square feet. The address will be 840 W. Paradise Drive.

There are at least six Burlington stores in Wisconsin, including shops in West Allis, Milwaukee, Greendale, Brookfield, and Kenosha. 

The Burlington franchise started its rebrand in 2009 and took it to another level within the next five years as the store focused on having a wider selection of merchandise.

Details from the Plan Commission meeting are below.

In 2003 a site plan was approved for Home Depot located at 700 W. Paradise Drive. In 2005 a site plan was originally approved for a Sportsman’s Warehouse located at 840-860 W. Paradise Drive. In 2007 a site plan was approved for a multi-tenant commercial building located at 770-806 W. Paradise Drive. The PUD overlay district was created in 2003 which allowed for design flexibility for various components including zero lot line setbacks, shared cross access, shared storm water and shared cross parking.

The Developer has submitted a site plan for an 11,580 sq. ft. building addition and parking lot alteration. The original PUD remains unchanged for the zero lot line setbacks, shared cross access, shared cross parking and shared storm water management facilities.

Zoning:

The 4.79 acre lot is zoned B-1 Community Business District with PUD Overlay. The proposed site plan meets the B-1 zoning requirements for use, setbacks, and height.

Site Modifications:

Grading/Storm Water Management Plan

  • A storm water management plan has been approved for this development and a storm water management amendment will need to be submitted to and approved by the City Engineer prior to the issuance of a building permit.
  • If any changes to the storm water plan require revisions, the site plan will need to be revised to be consistent with the storm water plan.
  • The site grades have been designed to drain to the on-site storm sewer system. The water is collected and then directed to on-site storm water facilities located to the north of the development. The ponds then discharge to the public storm sewer system.Parking/Access
    • The existing parking lot west of the building addition will be reduced by 62 stalls to accommodate the proposed addition. A total of 163 standard parking stalls and 6 barrier free parking stalls were proposed and with the reduced parking the required parking is still in compliance. A combined total of parking between the three retail developments is 705 stall and conforms to the parking requirements.
    • Access to the site has not changed and no additional driveways are proposed.
    • The truck turning and deliveries will occur on site and on the west side of the building.

• Planning Staff has no parking concerns.

Landscaping

  • The landscape plan identifies foundation plantings along the west and south side of the building addition. The perimeter parking lot landscaping has been modified with additional site landscaping south of the northern driveway and additional planting have been added on the north side of the site to fill in the gaps and provide additional screening for the two-family homes to the north.
  • Adequate landscape surety and a professional bid are required before issuance of a building permit. SignageA wall sign is identified on the south side of the proposed addition. Staff finds the wall sign location to be acceptable. Sign details of the wall sign will need to be submitted, reviewed for compliance and approved prior to the issuance of a wall sign permit.

Lighting

  • Site lighting will not change throughout the site. The only new lighting proposed will be on the building.
  • Staff has no lighting concerns. Dumpster Enclosure
    • An additional Dumpster enclosure will be constructed south of the existing enclosure. Details of the Dumpster enclosure will need to be submitted identifying the materials and colors.
    • A compactor is proposed to be located south of the loading dock. In accordance with 17.47 (2)(d) refuse containers shall be completely screened. The site plan will need to be revised to enclose the compactor area. Architectural Review:The architectural building elevations identify the materials being used throughout the building addition. The materials consist of a split face and smooth face concrete masonry units colored to match the existing building. EFIS in “Pearly White” colored EFIS will be used in the main portion of the building around the main entrance. “Gray Matter” colored EFIS will be used on either side of the ‘Pearly White” colored EFIS to complete the building architecture. “Cardinal Red” colored metal coping will be used along the roof line to accent the building.Recommendation:

      Staff recommends approval of the site plan with the following conditions:

Submission and approval of an erosion control plan prior to any land disturbing activities and prior to the issuance of a building permit.
Provision of a landscape bid and adequate surety prior to the issuance of a building permit. Prior to the installation of the wall signs, wall sign permits shall be submitted to and approved by Planning Staff.

Submission to and approval by the City Engineer of an amendment of the storm water management permit prior to the issuance of a building permit.
If plans are revised for the storm water management permit, the site plan will need to be revised and resubmitted to the Department of Community Development.

Revision of the site plan to incorporate the details for the screened refuse area and the compactor area.
