Three teens cited for bloody shirt & clown incident at Regner Park in West Bend

DISORDERLY CONDUCT/UNDERAGE ALCOHOL VIOLATION/PARK CODE VIOLATION

On 10/07/16 at 11:55 p.m. an 18-year-old Hartford female reported she was in the area of Park Ave at N. 12th Avenue, and observed a bloody shirt hanging from the exit sign for Regner Park. The female said she then saw a person wearing a clown mask standing in the wooded area nearby which frightened her. Responding officers found only the shirt which had fake blood on it.

Further investigation revealed a 19-year-old West Bend male, an 18-year-old West Bend male and a 19-year-old Cedarburg male had placed the shirt in Regner Park and one of them wore a clown mask while making a Snapchat video as part of the “clown craze” throughout the nation.

 

The three males left the shirt on the exit sign as they said they thought it would be funny. All three males were arrested for Disorderly Conduct and for being In the Park After Closing Hours. The 19-year-old West Bend man was also issued a citation for Underage Person Consuming Alcohol.

CRIMINAL DAMAGE TO PROPERTY-GRAFFITI – 400 Block S. 18th Ave. Bicentennial Park
On 10/08/16 at 12:10PM, a West Bend Police Officer observed numerous drawings on a picnic bench and a bridge on the northwest side of the pond in Bicentennial Park. The various drawings were made with colored markers and were pictures of such things like a troll, a cat face, tombstone, pyramid, cupcake and the planet Saturn.
