January 23, 2025 – Dodge Co., WI – The Dodge County Sheriff’s Office is an affiliate with the Wisconsin Internet Crimes Against Children (ICAC) Task Force. Wisconsin’s ICAC Task Force has been administered through the Wisconsin Department of Justice’s Division of Criminal Investigation since its inception in the spring of 1999. The goal of this program is to counter the emerging threat of offenders using the internet or other online technology to sexually exploit children.
The task force is comprised of Wisconsin Department of Justice personnel as well as police and sheriff’s departments from around the state.
At the Dodge County Sheriff’s office, there are three detectives that specialize in ICAC investigations.
During 2024, those three detectives were notified of 19 Cybertips that were provided to our agency by the National Center for Missing and Exploited Children (NCMEC).
Some of the tips that are received do not rise to a criminal level due to the ages of the offenders. In these circumstances, our investigators will meet with the families and offenders to counsel them on their behavior and provide necessary resources to those involved.
Some of these investigations also lead our investigators to apply for and execute search warrants to further their cases.
In 2024, our ICAC investigators executed seven residential search warrants throughout the county. Residential search warrants are inherently dangerous for our staff, but we know it’s necessary to hold those who are exploiting children accountable.
ICAC arrests our team has made during 2024 include the following individuals:
-Kaden Mueller, a 19-year-old male from Lomira who was charged with Possession of Child Pornography.
-Dylan Kutz, a 23-year-old male from Hartford who was charged with Possession of Child Pornography.
-Jose Zuber, a 28-year-old male from Beaver Dam who was charged with Possession of Child Pornography.
-Kolin Rank, a 22-year-old male from Randolph who was charged with Possession of Child Pornography.
-Anthony Patroelj, a 26-year-old male from Beaver Dam was referred to the district attorney on charges of Possession of Child Pornography. He is currently being held on other, similar charges at the Dodge County Jail.
Reminder, it is important to remember that all persons mentioned are innocent until proven guilty in a court of law.
The Dodge County Sheriff’s Office has numerous other ICAC cases still under investigation and continues to work diligently to hold those accountable for their actions. Children are some of our most vulnerable victims and WE WILL seek justice against those who exploit them.
