The man who owned the home where the dogs were kept, Russel Quaas, appeared in Washington County circuit court on April 3, 2023. Quaas was in Judge Sandra Giernoth’s court to face 10 misdemeanor charges.

Def given complaint, advised of charges, penalties and rights, and probable cause found. Court informs Defendant of DNA expungement rights. Not guilty pleas entered. Court sets $5000 signature bond. Plea hearing scheduled for May 8, 2023, at 01:15 p.m.
