April 25, 2024 – Manitowoc Co., WI – In April 2024, the Manitowoc County Sheriff’s Office was conducting proactive online enforcement, for any CSAM (Child Sexual Abuse Material) or other illegal activities.
The investigation identified Toby C. Graves, a 46-year-old Fond du Lac man, was using computerized communication and arranging to meet a child for the purpose of having sexual contact.
Toby Graves was arrested on April 19, 2024, in the Village of Mishicot and charged with Soliciting an Intimate Representation from a Minor, Attempted 2nd Degree Sexual Assault of Child, Use of a Computer to Facilitate a Child Sex Crime, Exposing a Child to Harmful Materials/Descriptions/Narrations and Attempted Delivery of THC.
On April 22, 2024, Toby Graves’ bail was set at $25,000.
We are requesting the public’s assistance in identifying any additional victims or witnesses who may come forward following Toby Graves’ recent arrest.

The defendant is presumed innocent until proven guilty.
