Washington Co., WI – Seventeen-year-old Bryan Seban of the Town of Polk was charged with 27 felony charges including exposing a child to harmful material, invasion of privacy with a surveillance device, and possession of child sexual abuse material, on Thursday, October 27, 2022 in Washington County Circuit Court.
These charges stem from Seban allegedly taking photos and videos of juvenile females while they were changing in a bathroom at his residence, without their knowledge or consent, utilizing cellular devices and a peephole.
Many of Seban’s high school acquaintances would frequently swim at his house and the alleged victimization would occur while they were changing in or out of swimming attire.
This case began in late September when Washington County Sheriff’s investigators received information from an acquaintance of Seban who reported the potential victimization of juvenile females at the Town of Polk home.
That same day Washington County investigators were able to take Seban into custody and execute a search warrant based on probable cause of his residence. Seban cooperated with authorities and was released that evening pending further investigation, including identifying the number and identities of the victims.
To date, 12 juvenile victims have been identified that attend multiple different schools. The sheriff’s office continues to work in close partnership with these schools as the investigation progresses.
This case is an active and ongoing investigation by the Washington County Sheriff’s Office Major Crimes Division. Investigators were recently able to access another device that, unfortunately could result in more victims being identified and the potential for more charges in the future.
We ask that the community respect the privacy of these young victims and their families during this very emotional time. We, as an agency, would also like to express our gratitude for the courage and strength that the victims, as well as the person who brought this case to authorities, have shown over the past month.
Washington County Sheriff Martin Schulteis said, “This case is particularly concerning due to a large number of potential victims and the high level of innocence on the victims’ part. A detective has been working diligently full-time on this case while being supported by other investigators since we became aware of this, and we are truly just beginning to get a good understanding of the scope. We hope that the victims can begin the healing process.”
A $10,000 cash bond was posted Thursday, October 27. Seban is due back in Judge James K. Muehlbauer’s court on December 5, 2022.
In cases like this I don’t know why cash bonds are bonds are so little and they should be way higher and why are they released on their own cash bonds when they’re such a crime like this and they could continue doing something while they’re out it’s not fair to the public
